In Canada's regulated provinces, auto insurance rates go through filings against previously approved rates — Ontario (FSRA) and Alberta (AIRB) among them. The exhibits are rate pages and actuarial tables, usually Excel-born. Compare the approved and proposed versions and the change story writes itself: a redline with the rate impact computed, verified on every run.

A provincial rate filing is measured against what was previously approved — the closest cousin of US SERFF practice. A marked comparison of the approved and proposed rate pages shows the reviewer exactly what moved, and the report opens with the aggregate impact — the first number any rate regulator asks.

Excel-born rate pages & actuarial exhibits
Drop the two workbooks: the print areas become a paged Word redline mirroring the printed rate pages — tracked changes a reviewer can accept or reject — or a colored review copy of the real workbook for committees that live in Excel. Rows and columns re-synchronize, so one inserted territory row is one inserted row, not a cascade of false deltas.
